Certain verbs have meanings close to the meaning of the modals. They allow us to express opinion, to state a judgment, to impose an obligation.

« Needn't » is the negative form of need. We use it in order to mark the absence of obligation. The use of « needn't » is synonymous with « don't have to ».
You needn't worry about your exam.
The use of « needn't » as modal does not accept to be followed by « to ».
You don't need to cook → You needn't cook.
